About us
EuroUSC Italia is a consultancy company providing services to manufacturers, operators, insurance companies, and authorities operating in the aviation domain. We are experts in UAS regulation and safety, but we provide services also in other sectors such as ATM/ANS and airports.
The company, established in Rome as a joint venture between Deep Blue Srl and Prof. Filippo Tomasello, is completely independent of organisations involved in the design, production, marketing, or maintenance of RPAS, parts, components, or systems, as well as from RPAS operators and flying schools: indeed, it is comparable to the “Qualified Entities” in line with art. 69 EU Regulation 216/2008.
Our involvement in the activities of the main regulatory and international standardisation bodies allows us to be at the forefront and in line with the latest developments in the sector.

Filippo Tomasello
He was flight test engineer in Italian Air Force until 1984. Subsequently, he was responsible in ENAV (Italian civil Air Traffic Control) for R&D and modernization projects, for automation of Area Control Centres. He chaired the ICAO Aeronautical Mobile Communication Panel (AMC) and coordinated the ATM development plans in EUROCONTROL. In EASA from 2007 to 2015. He is member of several ICAO Committees, rapporteur of WG/2 (organisations)In JARUS. Earlier Professor on international aviation safety regulation at University “Parthenope”; now he teaches ATM and aviation safety at Unifortunato.

Valentina Agostini
She got a master degree in Foreign Languages and Literature. In 2004 joined the E.N.I Group based in Frankfurt as Personal Assistant to the CEO. In 2007 joined Vitrociset Group acting as a liaison between it and both the European Space Operation Centre (ESA-ESOC) and EUMETSAT. In 2018 Valentina joined the ESA-ESOC as Administrative Assistant to the Procurement Office. From January 2023 she coordinates EuroUSC Italia as Business Support Manager.
Pasquale J. Capasso
He is an aerospace engineer. He graduated at the University of Naples “Federico II” with a thesis that has analyzed the calculation of the structural intensity field considering different types of modeling of composite fiber structures. This research was carried out during an internship abroad in collaboration with the Technical University of Darmstadt (GE). As a member of the UNINA team, he took part in the project funded by Horizon 2020 within the STRATOFLY Academy (Stratospheric Flying Opportunities for High-Speed Propulsion Concepts) coordinated by the Politecnico di Torino and in collaboration with CIRA. He is a member of several working groups of standardization bodies (e.g. EUROCAE, ISO).

Sara Molinari
She got a bachelor’s degree in aerospace engineering at Politecnico di Milano (2020), and a master’s degree in Aeronautical Engineering at the University “La Sapienza” (2023), specialising in Management and Operations in Civil Aviation and Flight Systems. Her thesis was about the risk assessment of blood samples drone delivery in urban environment using SORA methodology. Sara joined EuroUSC Italia in April 2023 and and attended the UAS-OPS course at the JAA Training Organisation. She holds the UAS-A1-A3 licence.
